In my opinion that would be a hard decision, however there are so many female celebrities now they all look absolutely gorgeous. And yet, there are new rising star celebrities that are coming into view of Hollywood too. I mean Sandra Bullock is rather pretty and yet the new Portia Doubleday is very pretty as well. So deciding which one gets the most attention to me arent going to be the pretty ones, however they will be the ones that are causing the most controversy. Or the celebrities that are being viewed as having rumors spread about them. On the other hand it could be those that paparrazzi gets photos of that get the attention. So is it beauty that gets the female celebrities attention or attitude and action?

Angelina Jolie I would say gets the most, although she leads a private life for the most part she is the one that they are looking for the most IMO

Typically what ever one is in trouble, or involved with controversy. Madonna is often there, as is Britney and Lindsay Lohan.

I think Angelina gets a lot of attention. For one, she is married to Brad Pitt. He had a very public break up with Jennifer Aniston. That is still news. They still think Brad and Jennifer are getting back together. Also, Angelina does a lot of charity work. She is always in a third world country helping out and donating time and money.
